WHO IS RACHEL BUSCALL?

Rachel Ann Buscall is the CEO and co-founder of New Capital Link, a London-based alternative investment introducer founded in 2020. WHY RACHEL FOUNDED NEW CAPITAL LINK

The decision to build NCL came from a specific observation: a lot of high-net-worth investors in the UK had limited, professionally managed access to alternative investments. The options available to institutional investors were largely inaccessible to private individuals, and the firms that did operate in this space were inconsistent in their due diligence and transparency.

Rachel’s view was that this gap could be filled by a firm that took its introducer role seriously. Not by providing regulated financial advice, which is explicitly not what NCL does, but by selecting investment opportunities carefully, presenting them accurately, and being transparent about the structure, risks, and their own commercial relationship with the investment providers.

NCL acts as a professional introducer and is paid by the investment providers it works with, not by the investor. That commercial model is disclosed on every piece of documentation the firm produces. It is also, to be clear, the standard model for this category of business in the UK.

RACHEL BUSCALL'S PROFESSIONAL BACKGROUND

2015 to 2019 — Buscall & Flynn's, Essex

Rachel owned and operated a tea room in Essex. The business ran for four years before closing in 2019. Companies House records show the company was dissolved that year. The accounts reflect a small business operating in a competitive retail hospitality market. This period is part of the public record and Rachel has never presented it otherwise.

2016 to 2020 — Bank of Bullion and Bank FX, Dubai

Working in Dubai in roles related to gold-backed investment products and foreign exchange. This is where Rachel built her working knowledge of asset-backed structures and international investment markets before returning to the UK.

Rachel incorporated New Capital Link Limited in October 2020, company number 12948489, registered in England and Wales. The firm’s registered address is 5 Rayleigh Road, Shenfield, Essex. Rachel is the CEO, director, and shareholder. NCL is not authorised or regulated by the Financial Conduct Authority and operates as a professional introducer.

2021 to present — Building the NCL client base

NCL now works with a portfolio of clients across the UK, including self-certified sophisticated investors, high-net-worth individuals, and institutional private investors. The firm has introduced clients to investments across property bonds, social housing, gold, technology, and green energy. A number of those investments have reached full exit, with clients paid out at or above the projected terms..

WHAT DOES A PROFESSIONAL INVESTMENT INTRODUCER ACTUALLY DO?

This is worth being precise about, because it is the source of most of the confusion written about NCL online.

An investment introducer under UK law is a firm that connects investors with investment opportunities. It does not provide regulated financial advice. It does not make the investment decision on behalf of the investor. It does not hold client funds. The introducer presents the opportunity, provides documentation, answers questions, and receives a fee from the investment provider if the introduction results in a completed investment.

NCL operates under this model. It is a legal structure that exists specifically within the framework of the Financial Services and Markets Act 2000. NCL is not required to be FCA-authorised to carry out this function, provided it operates within the conditions that define the introducer exemption. The firm discloses its introducer status and its fee arrangement on its website, in all client communications, and in the documentation provided before any investment is made.

Investors who engage with NCL must certify themselves as either high-net-worth or sophisticated investors before receiving any investment materials. This is a legal requirement. NCL does not work with retail investors who do not meet those criteria.

There is a body of published content online that makes serious allegations about New Capital Link and about Rachel personally. Some of it is published by Insolvency & Law, a firm with its own commercial interests in this market. Some of it appears on other sites under the guise of independent commentary.

We are not going to address every claim point by point on this page. Legal correspondence is the appropriate place for that, and those processes are ongoing where claims are false and defamatory. Is NCL regulated by the FCA?

No. NCL is a professional introducer and does not require FCA authorisation to carry out its function. This is disclosed on the website, in every client communication, and in all documentation. It is not a secret and it is not an oversight. The financial promotion exemptions under the Financial Services and Markets Act 2000 that NCL relies on are well-established in UK law.

Does the Financial Services Compensation Scheme apply?
